dial-up users and SMTP

We are running Exchange 2000 and have several remote users.  The remote
users are accessing the internet via a national dial-up account and
accessing their incoming email through POP.  Is it possible to allow these
users to use the SMTP server to send mail without creating an open relay
or some other security hole?  We would like to do this without a VPN
connection.
