Still Mail Relaying

Hi All
If any one can help with this I will be very greatful.
System is win2000, exchange 2000 and iis5 on the same box.
smtp virtual server is configured to only accept access from local ip addresses
by mail is still being relayed.
I assume Exchange is accepting the inbound mail and then relaying it to the
smtp virtual server thus appearing as coming from a local ip address.
I guess there is a simple tick box somewhere to stop this but I can not find it.
