Smart Host on Ex2K

Hi Everyone, 

Does anybody has setup smart host instead of using DNS to resolution? I
think I got a problem with our DNS inside/outside. Some sites like MSN.com
and others I cannot send messages.

PS. Have you noticed about any problem with ROOT SERVER unavailable or
changed location or something related?
