If you have more than the default 32 mapi sessions; you will not be able to connect with your Outlook using MAPI. Having multiple mapi sessions could be caused by third party applications; network issues etc that are not properly closing out sessions. You need to enable diagnostic logging to see if you get the 9646 event id.
