You have a few option:
 
1. Have the users place the Public Folder on their Favorites bar in Outlook,
they will then see the Unread message indicator
2. Use something like http://www.ivasoft.biz/pubnotify.shtml
3. Use the Public Folder Assistant to send them a message (kind of defeats
the object of a Public Folder).

i have implemetated exchange 2003 on win2003 working fine. i have public
folders with e-mail enabled but i wnat to have a future like when any one
post or send an email to this public folder rest all the users should get
the notification saying "New Item is posted in <Folder name> "  please give
the solution
