Public Folders not showing even with author permissions

One Exchange Server 2003, clients are Windows 2000 SP4 with Outlook
2003 (online mode, not cached mode). Even with author permissions on
several public folders, they are not showing up in their public folder

Reboots, closing Outlook, etc... do not fix the issue.

Any suggestions?
