Public Folders Templates

Here we go...
I need to modify the details templates for the public folders, but,
when I open System Manager - Details Templates - Public Folder -
Templates, the buttons add-remove-modify are inactive. In the meantime,
though, I am able to modify the other templates, eg users,groups, etc.
Is this "by design" or as I thought is a problem of permission ? And, if
so, where should I look ? I think I checked everywhere I know...
