You can launch Outlook with the /nopreview switch, and you could then create
a custom ADM file that removes the options from the menu, here is a

Is there a way to shut off the preview pane function permanently, either
through a regedit or 3rd party tool?
I have shut it off under the views but when I drag a new folder in or copy a
folder it gives it the preview pane ability and I do not want this. I would
like to stop this function completely.
