I dont think this is entirely true.  Check out the process that is run when the 
pop3 connector runs...simply double clicking that executable will download all 
mail again...Although not supported - it does work (at least with exchange 2000 
- havent tried 2003 yet - I'm assuming this is small business).  Give it a 
look, I'm guessing it works much the same.
 
Word of caution though....though most likely nothing will blow up or 
anything....my experience is it does slow the server a bit.
