[ExchangeList] Outlook forms and user-defined fields not synced between servers

We have two exchange 2003 servers in the domain, in different sites.
I have created a Custom Form and used a number of user-defined fields.
It appears that the user-defined fields are not syncing to the second
exchange server but cannot seem to see a way to force the user-defined
fields to be synced to the second server.
any assistance is appreciated.
