Outlook exchange server side rule failure

I am having some problems with some forwarding rules. I have them enabled in
default policys

But was wondering if there was any other way to view, diagnose exchange
client set rules.

Also when a user has more then one alias does this effect a " to rule or cc
rule"

Another question is there another way to create a forward yet retain mail in
users box.
