You can create a folder shortcut in the Shortcuts section of OL 2003, that will open Explorer to the desired folder when clicked. But having an Explorer-like view of files from the OL application is not something it's been designed to do. OTOH, you can store files in your mail storage - drag and drop one into a mail folder and watch what happens. Not necessarily recommended but it can be done.
