You can do this by checking the Offline address list properties from Sys manager. Then from the server, expand the admin group where, expand folders, right click on public folders and do view system folders. Then expand the Offline address book. Right click on the Offline address book instance, and properties, set the replication tab to replicate to all exchange servers. Click OK. Then again right click on the Offline address book instance, and select all tasks - propagate settings. In the list select Replicas and click OK. This will apply the same replica settings to all sup folders. You have to do this for Offline address book instances. Looks like you are not replicating the Offline Address Book to this Public store. You can configure the current Offline Address Book System Public folder to replicate to all servers in your organization. Then the OAB download will work.
