From your first post it sounded like your recipient is external to your
domain. Please give more details:

1) Is the problem with outgoing mail from your Exchange to Internet,
Incoming mail from Internet to your Exchange ?

2) Is the problem restricted only to this particular sender/recipient? 

And please do not truncate replies while replying to the post, it helps
others follow the thread easier if they want to respond.

ago.
the problem only start happening this week. i did not make any policy
changes.
