In addition you could look at using Mailmarshal for exchange.
Mailmarshal for exchange is a policy based content filtering product
that allows you to add a lot of functionality to exchange.

 

I have tested this product in my lab and would give it a 100%
recommendation.

server itself to forward a copy of all users incoming a outgoing
messages to a account to minitor.
