No it won't, Exchange 2000 is NOT supported on Windows 2003, full stop,
Exchange 2000 SP3 is required to run Exchange 2000 on a Windows 2000 server
that is a member of a Windows 2003 domain.

That is incorrect. Exchange 2000 SP3 will run on Windows Server 2003 NON-DC
fine, as long as the AD is based on a Windows 2000 Server. You can not
install Exchange 2000 anything on anything if the AD is a Windows Server
2003 domain.

Recap:

Exchange 2000 SP3 on Windows Server 2003 is fine if AD DC(s) is(are) Windows
2000 Servers.
