Why can't you install Exchange enterprise on Windows Standard?  

Sounds like you have other software on these machines as well that may be
conflicting with your setup.  It's not often that an Exchange server is
installed on a DC, GC, FSMO holder etc.  Often, it's on a standalone server
instead. What errors occur in the event log at the same time?

Check that OS Windows 2003 STD, Exchange 2003 Enterprise, if this is true,
then you cannot install enterprise edition of exchange on standard windows
edition.  You need to buy Enterprise edition of windows too.
