After those 30 days they are really removed. When you delete a mailbox, exchange makes the administrator owner of the mailbox and then after 30 days it realy removes them. But, do you ever experienced when you are delete one or more mailboxes, the hard drives space in your exchange server not free again, it just look like a "leak" in your storage system.
