Each user can get a personal certificate from a official certification entity 
with public and private key and associated with his/her email address. Then to 
sign emails you only need your certificate but in case you want to cypher you 
need de public key of the other person.
 
What it is usually done, is to interchange a signed mail between the two users 
in order both have each other public keys. Then these users can send cyphered 
mails between them. The contact should be saved in the contacts folder and 
outlook should recognize the certificate.

You could do that, but then users from other domains have to trust yours, even 
though they have no way of verifying it.

 

Unless you're going to have a certificate from a public issuer such VerSign

I am running on Exchange 2003 sp1 on windows 2003 sp1, some of our users want 
to digitally sign the mails and encrypt mails while sending mails to customers 
who are normally in different domains. What would be the best way to achieve
