[ExchangeList] Mail Relay Issue-- Urgent

We are using Exchange server 2003 enterprise edition on Windows 2003 enterprise edition.
I am facing a very critical problem in our exchange environment.
Any internal user can send mail through outlook express or by configuring MS Outlook with POP3 account using Internal SMTP address ( Backend Exchange server's Ip) without any prompt for password, even if the user is using a wrong password then also he can send mail successfully.
If i am correct, I think it is a mail relay issue, but i dont know the procedure.
