Limit message size at SMTP

Dear all,

I am using MS Exchange 2003 Server. I have one problem with limiting
delivery mail size. I download mails with POP3 downloader software and
forward to exchange server.

My limit setting at Ms Exchange are,
-I limit Sending and Receiving message size to 2MB at Exchange->Global
Settings->Message Delivery
-I limit Message size for SMTP protocol to 10MB at
Exchange->Administrative Groups->First Administrative
Group->Servers->MyServer->Protocols->SMTP->Default SMTP

The problem is I cannot forward mail to Exchange with SMTP protocol
which is more than 2MB size.

What is the different between "Message Delivery" and "SMTP" limit
setting?
