Is this normal?

I have opened relay access up to a couple of servers to be able to send
through a Front-End Exchange 2003 SMTP server. As a test since I can't
find a developer I am trying to do a telnet helo mail from rcpt etc...
to it. I get the sender in fine but when I put in the rcpt to and then
the address, it says unable to relay? Is that normal or did I miss
something?
