Jason, Use System manager. Expand Server - Storage groups - Mailbox store - Mailboxes. There are columns, Last logon Time and Last logoff Time. When a user is logged on and Outlook is open, you will see the Logon time, but Logoff time is blank. When the user closes outlook the Logoff time is stamped. That is one way to check. This is what I use to make sure the user is off the system. However, you should note that if another delegate is accessing this users mailbox folder, after the primary user logged off, and if the delegate has not logged off since he accessed the folder, you will see that the Last logoff time is blank, and Last logon time is the time when the delegate accessed the mailbox. You can confirm who was the last person to access the mailbox by looking at the Last logged on by field. This will tell you if a delegate is still accessing the mailbox although the primary user has logged off. I'm moving all mailboxes from a e2k >e2003 server at 7, and not sure what would happen to a user if they had Outlook open while I was moving their box...
