Exchange 5.5 forwarding

Can someone advise the steps required to forward incoming email to an
external recipient in 5.5 ? I have created another NT user, changed the
SMTP address to an external address, and then in the delivery options for
the user in question added the newly created (forwarding) user. However I
can't seem to get it to work. Any pointers ?
