Exchange 2003 PF Replication Issue

Hi,
I have the scenario explained below from a customer.
Old setup:
Front End:
OS/SP/Exchange Ver.: Win2000/ SP3 / Exchange 2000
Back End:
OS/SP/Exchange Ver.: Win2000/ SP3 / Exchange 2000
Upgraded the front end Exchange 2000 to Exchange 2003 first, then back
end Exchange to Exchange 2003 and then backend OS to Win 2003.
Current Configuration:
Front End:
OS/SP/Exchange Ver.: Win2000/ SP4 / Exchange 2003
Back End:
OS/SP/Exchange Ver.: Win2003/ n/a/ Exchange 2003
Problem Description:
After the Upgrade customer is not able to replicate the public folders
between the Public Folders.
Any feed back will be really appreciated.
