Exchange 2000 Address Lists: Use object OU as criteria?

Is there an easy way to create address lists based on a objects OU and/or
parent OU?
For example in a multi-site, single domain AD:
ROOT
|
--City1-|
| |-Department1
| |
| |-Department2
|
--City2-|
| |-Department1
(etc.)
What I would like to do is create a "City1" address list that will contain all
objects within it (including objects in sub-OU's). Then a "City2" address
list, etc.
Does anyone know a good way to create address lists and use the parent OU as
criteria?
