Exchange 2000 911 mode this morning.. help please

Hi all,
One of our 4 Exchange 2000 standard servers will not bring up MS Exchange
System Attendant.. it is dependant upon Service Control Manager.. so the
eventid is 7001
The server is W2K, SP3
