Email Footers in Exchange 2k

I've been looking into the ability to do a default company wide footer
(a disclaimer) for a client of mine for some time, but have had very
little luck in finding out how to do this under Exchange 2k. I've found
quite a few 3rd party utilities that do this, but I thought this was a
feature that was in exchange 2k. Any Thoughts?
