Domain Admins are specifically prohibited by a DENY ACE from sending as
anyone.
You have to enable the security tab as described here:
http://www.microsoft.com/exchange/techinfo/tips/sec_prevent.asp
and then you can un-check Deny for SendAs at the top of the ESM folder tree.

from any account? This problem started when we migrated from 5.5 to 2003.
