Directory Replication

I have 3 Exchange 5.5 servers running NT4 SP6a. No.Carolina, Boston and
Pittsburgh. I just manage the Pittsburgh office. My Exchange Admin is on
Vacation. I'm in the odd situation where I have to delete users from the
Boston Server and re-add them to the Pittsburgh Server. But when I perform a
forced directory replication nothing happens. I did it last week and it
worked. This week nothing. I deleted the users from Boston and both NC and
Pittsburgh never received the update. I had to recreate the users in Boston
just to keep the users from being without mail too long. The Exchange admin
guy, who is on vacation, said if I do the replication out of sequence it
could jam up the process somehow and I would have to wait a few hours. Well
I come in the next day to find that the user that I recreated in Boston
still didn't update to NC and Pittsburgh because they still have the old
modified date. So it appears nothing has happened all night.
 
What's the best way to perform directory replications so everything updates
in a more timely fashion?
 
Any info would be appreciated.
