Cannot create mailboxes using migration wizard

I have tried to move my exchange users to a fresh exchange 2000
organisation from exchange 5.5. Having upgraded to Active directory from
NT using active directory connector, the users that had mailboxes in the
exchage 5.5 server still have that server as the "home server" in his
properties. The option to create mailboxes for these users is not provided
in the exchange tasks. For new users all exchage features are provided.
I have tried the migration wizard (e2k sp2) and that doesn't help. "canot
create mailbox" with error message eventid 15020, source: msexchageMig.
can anyone please help.
