If the aim of the modular bagrut is progress through a process of advancing
slowly, we in English have a problem. We really cannot do this because of
the oral bagrut. Because pupils have to take the oral bagrut when doing the
last or final module of a 3 or 4 or 5 point bagrut, all schools will have to
have the oral bagrut before the winter exam.

I will give an example. If a 4\5 point borderline pupil takes E at the end
of the 11th grade. Then in order to cover his\her tracks, takes C and D in
the winter of the 12th grade planning to take F and G in the summer, a
process would be taking place. However, this student would have had to take
the winter oral exam when taking C and D.
If this student does well in F and G and wants the full five point credit,
will she\he have to take another oral bagrut in the summer of the 12th
grade.


With the borderline 3\4 pointer it is not a problem as the 3 point bagrut is
internal. This pupil could take C at the end of the 11th grade, doing A and
B in the winter of the 12th grade and D and E in the summer. The oral
external exam would be before taking D and E.

The modular bagrut was introduced without taking into consideration the
whole question of the oral bagrut. If the oral bagrut was not external and
could be done as the literature, it would allow for process and progress.
