Some of the Dovrat Committee's recommendations will be implemented this school year, which starts on Wednesday, such as the construction of private work areas for teachers in approximately 1,000 schools, the renovation of restrooms and the establishment of an external testing authority and the training of some 200 principals in independent management of their schools. Negotiations will also begin this year with teachers unions on a new labor agreement by which teachers will move to a 40-hour work week, a move that will necessitate the dismissal of thousands of teachers. Some teacher training colleges under the aegis of the Education Ministry will be closed this year to reduce the number of these institutions; next year, the granting of B.ed. degrees will be discontinued and a three-year Bachelor's degree in the subject to be taught, and a teaching degree, will be instituted.
