I think that no matter which way you go with this, there will be problems.

The "hours" issue isn't really the question. Training the outside proctors
properly is.

A few points from a very tired teacher.

Not all English teachers have 12th grade classes, many are still teaching
10th and 11th through June.

Afternoon hours are extremely important to those of us with small children,
who would then need babysitters etc. so "mom" could proctor then instead of
mornings.

As for "stricter" proctoring, I don't see it.  Teachers who are familiar
with the students, who teach them in other classes, or perhaps are
"Mechanchot" are more likely, it seems to me, to want to help their
students, and I DON'T mean cheat.  However, when I proctored a recent Math
exam, many of my best students from my English class were present.  When
they asked questions, my naive instinct was to try to help(explain, not
cheat), especially since I'm NOT a math teacher.  The only reason I did not
do so was due to extremely strict instructions regarding the exam, which
could have just as easily been given to outside proctors.

Lastly, the public image of teachers is not going to change by our taking on
even more work than we already do. During the hours I don't actually stand
in front of a class, I usually am grading or meeting with a student etc. I
challenge any of my friends who work in "hi-tec" or other fields to do my
job for one week, including class hours, grading, lesson preparation,
meetings with students other teachers and administration every free minute
of the day or night, not to mention the ocassional extra night for end of
semester or sports event or student theatrical events at the school.  I most
certainly do not feel the need to "prove" to anyone how hard I work---they
can just ask my family.

I would like to clarify certain points about my suggestion that teachers
proctor exams.  First of all, all English teachers have stopped teaching
12th grade as of yesterday (and probably quite a while before).  There is
still a month left until the end of the school year and teachers benefit
from many free hours.  Therefore, no teacher should gripe about having to
return some of those hours, even if they are in the afternoon.
My suggestion that teachers proctor is both practical and economical.  If
two teachers proctor (as is the current practice with the external
proctors), the chances of inefficient proctoring drop considerably.   Of
course, as I mentioned previously, no teacher should be allowed to proctor
his own subject.
I honestly think that this method will produce stricter proctoring, which
costs the ministry nothing.  If any teacher objects to proctoring once or
twice (in lieu of the hours he doesn't have to teach) then it is no wonder
that the public thinks that teachers are lazy and don't want to do anything
outside of their working hours!
