2) My point regarding ETNI is this: if you want to have a discussion,
yes - this is the place to do it. But if you are looking for official
answers (which is, from what I understood, what you are looking for) NO ONE
in the ministry (Inspectors, counselors, or Judy) will give you an answer
there. That is what the Ministry site is for.
3) Re: tying up loose ends, it is IMPOSSIBLE to tie up ALL of the loose
ends that could possibly fray. There is NO way ANYONE could think of all the
different possible scenarios. This is why there are people behind these
decisions, and not just machines. All those students who fit into the norm,
are covered. That leaves your inspectors to help deal with those who do NOT
fit neatly into the boxes.
