The person using it does not have to even identify the English letters in order to get a translation. The only place it should be used is with a person who has some disability in identifying letters and then it is more than likely that they can't identify the letters in Hebrew either. It is like giving a person a translator to read the text to them instead of someone who reads the text aloud in English and the person taking the exam has to understand.
