[etni] Changing magen?

If a high school student takes the test today, can he repeat the test
with a better magen in the summer?
I was under the impression that he could, but I got several phone calls
from kids today saying that they heard there's a new rule that doesn't
allow them to get a different magen, even if they study in class for the
rest of the school year.
