What might be the health, ecological and political ramifications? The impacts of the 1991 war are documented. Bombing and sabotage in 1991 turned the Persian Gulf into the world's largest oil spill and a massive black cloud from burning oil could be seen from space. Exposure to untreated water, a toxic soup of chemicals and depleted uranium has led to a host of illnesses. Much worse is projected should there be another all-out attack. Will the politics of oil be allowed to undermine the legitimacy of U.N. inspections, the International Criminal Court and the even enforcement of international law?
