Hi all
First of all, thank you Alphonsa for inviting me to the group.
I am Neha Kurian, and I am a lawyer at the National Green Tribunal for the
past three years (Delhi with Adv Ritwick Dutta and Adv Rahul Choudhary and
Chennai with Adv T. Mohan and Adv Yogeshwaran). Currently though I am doing
my LLM in International law with specialization in Environmental and
Climate Change law at the Graduate Institute in Geneva. As part of my work
I have dealt with matters across India, but primarily EIA, CRZ, pollution
laws and Eco sensitive Zone laws.
I am extremely happy to be part of such a collective and moreover to know
that such a collective is carrying such discussions forward. With
everything thats happening now, I feel the need for such platforms to
engage with like- minded souls are at an all time high.

I agree it might be a good idea to collectively hold a discussion about
the structure and agenda of this group. I have filled in the doodle for
28th, but if we are willing to consider dates through the rest of the week
as well, it might ensure higher participation (I didn't know there were 44
of us here!).
Agree with Alphonsa that we should respond to the two draft rules and
guidelines on CAF and CWH. What do you have in mind? Should we send
submissions (depending on whether the group agrees on this function
collectively)? There is a period of 30 days for comments for CAF Rules.

Thank you for bringing this
point to the fore. I agree I think we need to have a deeper discussion on
questions of membership and the earlier point which was brought up on
elaw's capacity to endorse petitions etc. I was thinking we can organize a
skype call and discuss this. Those interested and welcome to join and
minutes can be circulated to the group. We also need to discuss a potential
governance structure to keep the collective going, nothing elaborate of
course but something that looks at how the group is evolving and documents
decisions on the way forward. I suggest this so that it eventually does not
become a collective action problem.
On a separate note, yes we must discuss the two guidelines both having
devastating impacts on the rights of local communities.

group or make it a closed group, with membership based on invitation.
