as Yannis said, normally you cannot exchange factors between corps during
movement, only in reinforcement phase. However, you can "exchange them" by
leaving a garrison somewhere, then picking it up with another corps.
You still need to be careful that those factors do not double-move however
for realism and gameplay reasons. For example, you cannot move 3
territories, leave a garrison in a city where there is another corps, then
that corps moves another 3 territories with the factors it has picked up
(which have already moved 3). Otherwise, those factors (not the corps)
would have moved a total of 6 territories.
