I had exactly the same problem in April but the guy I spoke to on the phone
said that the way around it was to apply for a green permit, which is £36, even
though I am not entitled to one.
I was a bit apprehensive about doing this and felt sure it would lead to
trouble. However, I did it and the permit confirmation came through as a '1st
permit'. I've had no problems so far.

Hi,
I've just tried to renew our parking permit, and not done it. The web form asks
you to select a start date, which I did for next month, the day after the
current one runs out. However, as the system can see that I already have a
permit, it wants to charge me the higher price for a second permit (£72 rather
than £36), even though they are for the same car, and won't be valid at the
same time!
I rang the council and it's becoming a common problem apparently. Someone will
get back to me.
Just wanted to let people know to look out for this, and don't click through to
pay £72 if you only have one permit!
