I am a braillist for Manitoba Education and Youth.  When we braille French
for students who are in an English program and are taking French as a second
language course, we use dot 6 for capitals according to the textbook code
for foreign language braille transcribing.

However, when we have a student in a Francais or French immersion program,
who read most materials in French, we use dots 4-6 and the Francais
punctuation symbols, according to the French braille code, and the Duxbury
French translation table.
