The same “be” lower groupsign should apply to the name Beatrice, as well.

Since in this thread we have established that pronunciation matters in this
case, I will offer the following:
The name 'Belinda' is transcribed with the 'be' lower groupsign in the Rules of
UEB, print page 244.
In my experience, in the U.S. the usual pronunciation of the first syllable in
'Bethesda' and 'Belinda' is the same. If use of the 'be' lower groupsign is
appropriate for 'Belinda' in UEB, it would seem sensible to use the same in
'Bethesda'.
As always, I am more than happy to be corrected.

I think using the "be" contraction would change the pronunciation too much. The
first syllable in Bethesda is pronounced more like Buh or even Beth, rather
than the Bee-thez-da. I'd still use the "the" contraction. Be[the]sda.
Library of Congress Transcription manual cites Belgium as not using the
contraction "be" most likely for the same reason. It's in 7.9 of the manual.
Others may not agree with me, so I'd like to hear their opinions as well.
