This does indeed appear to be an error.  I've put it on file, with reference
#1799.  It doesn't appear likely to be fixed this time around, but
presumably can be for the next release.

The British Braille codes does have some anomalies with regards to
capitalisation but I do not think the following is one of them. 

The attached files are a word file and the dbt version of it. 
The word file contains the text

STUDENT'S COMMENTS


which is not coming out correctly. It is something to do with the apostrophe
S which is making DBT think that there are three words rather than two.
