[dokuwiki] /lib/exe/fetch.php Broken?

Using this syntax:
{{itt:is318_syllbus.pdf}}

I am trying to link to:
http://dw.ccsh.us/lib/exe/fetch.php?id=is318&cache=cache&media=itt:is318_syllbus.pdf

But I keep getting this error:
Not Found

I published the file to the data/media/itt directory


Can anyone tell if I am doing something wrong?
