[dokuwiki] are conf/*local* files parsed?

I have created links to the /*shtml and conf/*local* files (so I can
manage them via dokuwiki.)
Some work and some don't -- I think that those which are not working
are not "parsed" by dokuwiki?
Error Page Control (all working, controlled by .htaccess)
400.shtml
401.shtml
403.shtml
404.shtml
500.shtml
ACL Security (all working, controlled by dokuwiki)
acl.auth.php
local.protected.php
Configuration (some NOT working, see below)
acronyms.local.conf -- doesnt appear to be parsed.
entities.local.conf -- working great
interwiki.local.conf -- working great
mime.local.conf -- working great
smileys.local.conf --- unknown
wordblock.local.conf -- doesnt appear to be parsed.
