According to the current changelog:

The upgrade tools have been removed from the latest (2009-02-14)
release - I think you should upgrade to 2008-05-05 to migrate the
data, and then upgrade to 2009-02-14.

when I upgraded from 2006-03-09 to the latest release, the way
changelogs are stored changed. It also says that old changelogs are
imported automatically. However, when I click on "old revisions" for
my pages, there are no revisions. I see the revisions in the data/
attic directory, but there are no *.changes files. Also, the
documentation says I can use "do=check" to report if old changelogs
exist; when I append that action, I don't see any report...
