[dokuwiki] Problems with memory_limit

I had some problems with image resizing with one site. Found out that the memory_limit in php was set to 20000000 instead of 20M. This caused is_mem_available to fail, since php_to_byte reported a 1/10 of the correct value. 

I opened FS1961, which has patch included. Also included here.
