See if your admin/usermanager URL isn't working at:
/doku.php?id=start&do=admin&page=usermanager
Also, you might be able to edit the file directly inside conf/users.auth.php
For example, one of my department chairs has read-only access to three
classes I teach:
mmunn:******:Mike Munn::it302,it217,is318
But if he doesnt sign in he has no access:
IS318:* 0
IT302:* 0
IT217:* 0
