[dokuwiki] Please review list of files/dirs excluded from CodeSniffer checks

Hi everyone,
I'm going to be submitting a set of pull requests over the new few weeks to
clean up the CodeSniffer violations in the DokuWiki codebase. I would
appreciate it if you could review the list of exclusions in the CodeSniffer
rule set and let me know if there are any other files or directories that
should be added to or removed from the exclusion rules.

lines 6 to 18. Note that I will be adding inc/phpseclib to the
exclusion
rules later today.
